You have to tax and incentivize the energy clients. Nail the folks that drive the stupid SUVs for their true cost to our society. Reward the Prius or Ford Focus driver for being good citizens.

But you also want people to conserve......take mass transit in lieu of driving. I am not sure this alone will work.

It would be regressive, but I think even our poor can afford it. I just filled up the new minivan I traded in my Nissan Pathfinder for, and gas was a shocking $1.31 a gallon at Costco! I'd also like to see the stuff you advocate, and to have the tax dedicated to alternatives to oil. Such a tax would raise hundreds of billions a year.
