They were both holding way too much subprime debt and over-leveraged. Their over-leverage was brought up during Congressioanal hearings in 2004. Remember the youtube of Franklin Raines testifying Fannie MAe's assets were so riskless they didn't need much in the way of reserves? That was the same hearing where Maxine Waters and Barney Frank, among many other Congressmen, asserted Fannie and Freddie had NO problems whatsoever. Watch for yourself.
