I'm sure they do, however, I don't recall smelling it. A paper mill is a broad spectrum of odors and I don't recall most of them being offensive. Even when they open the new "batch" that envelopes the entire town. That's not a pleasant smell, but the residents all call it "money".

The EPA clamped down on paper mills many years ago regarding pollution and the newer plants are in line with those restrictions. The older ones were brought into compliance, or closed.
