I don't think that's correct, though it may have been more of a Cheny / GOP action than Bush's.

My wife is a litigator who mostly works with title insurance companies. The title insurance companies started seeing a big increase in fraud around 2003 and they could not get anyone to prosecute the crimes they kept finding.

It really did get a lot worse after the Bush guys took over from the Clinton guys.

The title insurance companies just wound up raising their rates, it was all they could do.
