Maybe you should define "they".

Top management, which draws the big money (because of supply and demand), consists of relatively few people and draw a tiny fraction of the entire expense and a minuscule portion of the cost of a car.

I'm not sure where your 1/3 comes from, but top management certainly doesn't constitute 1/3.
