"The Financial Markets" is a pretty broad stroke.

There are elements that need little regulation, and others that require more. For example, certain financial reporting requirements are probably overregulated in some areas where FASB can do the job better, while other areas may be under regulated.

It is really kind of meaningless to say, "The Financial Markets" need more [or less] regulation.
