All USD that came in was mopped by Central Bank, that bought it from the exporters and printed BRL to give to exporters throwing into the economy. Citizens put the BRL in a bank and Central Bank takes it, called compulsory deposit

Once economy goes weaker. Central Bank throws money back into the economy. Lula puts the money in the hands of farmers (who whined) and use it to infrastructure no to let GDP goes down so that the opposition takes the government from his party.
