What we are talking about is the TARP program (and the lack of public transparency about how and where the taxpayer money is being spent by these companies... does any go to executive bonuses or to fund the take-overs of competitor companies for example). The TARP Program is the Bush administration financial 'bail-out' program (requested by them, and run by Hank Paulson and the Treasury Department).
