re penny stock scams - I just posted on my NSS board that penny scams could be pretty much wiped out by forbidding trading unless there is full disclosure of capital structure and any changes thereto in advance. After all, who would invest in a penny stock if it was known that insiders would massively dilute and dump?

This is not that difficult a concept. Why waste all the time regulating with complexitites that avoid the real issues in a market that is a fraction of the scamming going on today?

Then, the regulators could use its resources to go after the Madoffs, the hedge funds, the MM's that abuse the system, those who trade in concert distorting information availability. Bring our markets into the new century, with advance auction technology and eliminate the manipulation that is allowed to money pools and big inside market makers.
