It was in an appropriation bill. Probably part political and part not understanding its full ramifications.

I stumbled across this.

The bill passed both houses of Congress by 2/3 majority.

FED had effectively repealed by administrative edict most of the provisions of Glass-Steagall. (Just like today. FED does what it wants. No one is there to rein them in.)
