You're trying to confuse yourself. When we take the U.S. Dollars owed to us in royalties in the form of $130 a barrel oil, instead of U.S. Dollars, we are not getting a bargain.

We merely paid $130 a barrel for oil that won't be used for many years.

If we traded royalties or U.S. Dollars for oil at $34 a barrel we would have all been far better off - receiving nearly four times as much oil for our royalties or U.S. Dollars.

The best time to fill a Strategic Oil Reserve is when the price of oil is cheap, unless you're running some kind of scam.
