there was a comment about that to the effect that if you want a loan from a bank the first thing they ask you is what you want the money for and then the bank usually checks to see if thats what you actually use it for but when the banks are asked what they are doing with these billions of dollars they are responding with vague answers. This is not good for the USA.

when i was in elementary school i read the biography of p t barnum. i still remember his line about when he owed the bank some money, the bank owned him, but when he owed the bank a fortune, he owned the bank.

u s didn't want citi to fail after its experience with lehman.
