Cheney had made several visits to the CIA HQ to discuss technicals with some analysts and suggested filters for Intel. With that, they let shoddy intel get through backing up their case for war. Having said that, the resolution did not specifically authorize regime change and occupation. For such actions, one normally would have to get specific consent from congress. But, in the days of arm twisting of the Bush reign of terror, none of the sheep in congress would dare point that out.
