You asked what I thought was the reason that strict public disclosure requirements weren't included in the original hurried-up appropriation... and I answered with my opinion.

Well --- I'll actually got the public statements from the congressional leaders from both Parties from right after they were called to the WH and briefed by Secretary Paulson and other administration officials about the rapidly advancing financial panic and market crashes... when they left the meeting and went before the cameras they reported that they were 'stunned' and 'fearful' after what the administration had told them.

(Essentially fearful that inaction could precipitate a nearly immediate economic melt-down that would thrust us all into a global depression, as banks refusued to lend and credit bacame UNAVAILABLE to even the banks....)

"Panicked" and "rushed" seems a fair assessment.
