You must be referring to Los Angeles having more cocaine in their sewage, but less methamphetamines than other cities.

You, and the Freakanomics author, believe this leads to the declining crime rate in Los Angeles and the rising crime rate in lower-social economic cities with high methamphetamine usage, such as Wasilla AK.

The problem with this idea is that the ratio of cocaine to methamphetamine has always been higher in Los Angeles than other cities.
