The concept of "proportionality" in a war is pretty silly. If a war situation is truly "proportional", it will never end as nobody will win.

In a proportionate response to Japan, we would have limited ourselves to sinking x number of ships, killing no more than n personnel.

From Dershowitz's story --

"In a recent incident related to me by the former head of the Israeli air force, Israeli intelligence learned that a family's house in Gaza was being used to manufacture rockets. The Israeli military gave the residents 30 minutes to leave. Instead, the owner called Hamas, which sent mothers carrying babies to the house."

Now, WHO is responsible for the civilian deaths in this situation? Parsons, tejek, and the rest of them, will tell us that Jews are baby-killers. But what more can they do?

I'm not a great fan of Dershowitz but this piece is pretty enlightened if you ask me.

It is difficult for me to understand how a person can read that article and not, at least, consider the possibility that Israel is acting responsibly and within its rights.

The only conceivable explanation is that one concludes that Dershowitz is lying. I guess that's the rationale.
