Of course it is, dumbass.

Were it not intended as propaganda, the term "wounded Palestinian" would have been replaced with "Wounded Terrorist".

These people are enemy combatants killed in a war they started, although civilian casualties are going to happen in any military action. How you can blindly turn them into some kind of martyr is beyond me. They attacked Israel.
