"From that perspective I guess it seems like a smart investment" In the old days it used to be called "tax farming" --- angling for special tax preference items (or tariff protection, or no-bid contracts, etc., it's all pretty much the same idea) for your special interest group. That is one of the reasons I've been (for a very long time) so much in favor of giving our tax codes an 'enema' --- totally tossing the entire corrupted and convoluted mess out the window and starting out with a fresh clean sheet of paper....
