Any rule which says you must make X% of your loans to this or that type of borrower (and its a matter of historical record that HUD has made and enforced such rules) forces lenders to change who they'd lend to absent the rule.

Its also a matter of historical record that the market for securitized subprime loans was created as a result of government pressure. Thats true regardless of whether non-CRA lenders ultimately got into the business too.
