"This program will be applied with extreme discretion in order to improve market confidence in the systemically significant institution and in financial markets broadly," the department said. "It is not anticipated that the program will be made widely available."

On the other hand, there is the phrase "equal protection of the laws". This antiquated notion appears in the 14th amendment to the Constitution of the United States of America. It seems that those not favored by the EXTREME DISCRETION of Treasury, are entitled to no discretion at all; viz., "equal protection".

My opinion: Treasury is working to foment rebellion.
