I believe you missed the primary reason that China created it's own version CDMA instead of simply licensing the Qualcomm standard. That would be telecom security. China (Probably for very good reason) is very concerned about internal security threats inherent within the standard CDMA and therefore took it apart and re-created their own version. You may not hear this being spoken often but from my understandings that is the main reason.

I am sure there are other reasons as well such as not having to purchase source code licenses from a U.S.- based company enters the equation as well.
