My initial thinking was that the CIA should be led by someone with current intelligence experience, not someone like Panetta, a numbers and politics guy.

Nevertheless, we've not had good results with "experience" - Rumsfeld and Cheney are proof enough of that. There is merit to the opinion that the CIA needs a superior administrator, one who can install the kind of checks and balances that will ensure that the process produces the best analysis possible - and that the analysis is properly understood by the President and Congress.
