In China's case, one is enough, because as they say, they all think alike and are mindless clones of what the leader says <how many, as % of population, or in absolute numbers, constitute highly reliable stat?> If an individual does foolishly have some different idea, they are sent for re-education. Hold up a sign in Tienanmen Square saying "Down with communism" and the thugs I saw lurking would take seconds rather than hours to forcibly subdue and cart away the individual for "re-education". So they keep the average the average by disallowing any deviation.

In Brazil's case, a sample of one is enough because while they are rabid, all over the map, and highly variable, ElM is representative of the average. So the result is near enough.
