That doesn't really answer the question....

So... it is always in order to "present the credentials".

But... ("The Secretary shall keep a record of the certificates of election and certificates of appointment of Senators") they AREN'T REALLY 'credentials' yet until and unless they have been properly and legally CERTIFIED by the State's appropriate election officials, now are they?
