Leaving behind a 1.2 TRILLION DOLLAR deficit that will hit around 8% of GNP in fiscal 2009 --- the highest in real terms since WW II.

In good years and in bad years, in war years or no-war years, when we should have been running balanced budgets to prepare for the coming demographic changes as the baby boomers retire... instead we were running-up deficits because 'balanced budgets didn't matter'.
