The police should investigate whether it was ignorance and stupidity, or malign intention. There is a difference. Either remains possible as far as I can see.

OJ Simpson cut his ex wife's throat. That's malign intention. Stupid too, but definitely malign. The knife didn't slip in error while he innocently whittled wood.

Your analogy with opium/cocaine/heroin escapes me, whether Mexican, Chinese or British.
