After the Bush people make these last minute changes, the Obama administration will reverse them.

Some in the first week.

And some about 8 months later...in time to allow a lot of economic activity to get started, and some completed.

Kind of a win-win for Obama administration. They get a menu of options to play with, and can select the ones they want, let them run for a while to get economic benefits, and then shut them down or restrict them, and get the applause of the enviros.
