The article didn't blame "all this on the housing crisis" It states that "financial crisis was precipitated by the housing crisis in the United States.

precipitate means "to hasten the occurrence of; bring about prematurely, hastily, or suddenly"

Precipicio is abyss. To precipitate is to reach the edge of the precipicio and fall down into it.
