Accepting dependency on foreign oil brings with it the Carter Doctrine of American military dominance in the Middle East. That's what we call an externality, a cost that doesn't show up in the market price of the commodity.

Had we developed nuclear power in a large fashion, and encouraged natural gas as an alternative vehicle fuel to gasoline, we might not have the nearly trillion dollar externality in Iraq.
