Japan and Germany became wealthy "out of their poverty" in the Marshall Plan which provided them free capital and free military protection.

Because they were strategically important to the United States.

He needs to recognize that oligarchic largesse to sustain status quo, is the primary regulator of societal degrees of freedom.
