When copper was above 3.00 a pound, there are few issues with scrap electronics in landfills - all the metals will be recycled.

When the metal prices are lower, the scrap will just be stockpiled, and shipped later.

With freight rates so low, I expect it will make sense to ship the scrap now, and reprocess later.
