Illegal Immigration is already declining. Even the "border fence" is doing some good by cutting the flow near San Diego and the Texas towns. The determined can still get across, but a dozen miles of Califonia or Arizona desert, and higher payments to coyotes have reduced the flow rate at least 1/3, and the fence has not finished yet. Now if the Federal governement will set up a deal, where you can get 2/3 of your past 5 years social security payments back if you register and leave voluntarily, and you may be eligible for re-entry on a limited basis in the future, that would really move people out. Of course, to qualify, no criminal convictions, no warrants in the US or elsewhere, and any future social security payments are reduced.
