it was based on decorum. The existing Pres in the center, to the right(which is higher then the left) goes the next pres. Then left,right,left starting with the most recent Pres. Clinton

I found it very telling that in the ex-president photo op, obama hung out between the two bushes and away from the amoral clinton and even further away from the fanatical carter.

Actually, amazingly, there is a protocol for this situation.

Start with the current president, president elect to his right, then alternate side-to-side by increasing order of age.
