Exactly. If they couldn't determine "if it was worse", then they couldn't determine "if it is less bad".

Thus, my remark ("But the GAO report is quite specific in that they couldn't determine the extent to which such vandalism had occurred in the past.") is precisely correct.

Either they know what level of "damage" there was in '93 or they don't. If they can't determine if it was "worse" then they don't know what level of damage there was.

As to your other point, let me see...

- Clinton administration vandalizes WH like a bunch of schoolkids as they leave in '01

- When confronted, they say, "Oh, the Bush 41 administration did the same thing". Never mind that it was reported at the time.

- So, when confronted with their teenager transgressions, they suddenly cook up damage from 8 years prior that nobody ever heard about in the hopes that, somehow, they'll look "better".

You cannot possibly buy this bullshit from the Clinton children.

Please quote the contemporaneous reports of damage in '93. If you can't do that, it must be presumed not to exist.
