Depending on the keyboard, it can be a major pain in the ass. However, a quick trip to Office Depot in 2001 would have set them back about $15 per keyboard. They claim it cost them $75 a piece to replace. That tells me that the typical Bush incompetent worker wasn't able to unbox and plug in a new keyboard...

I mean, apparently they couldn't type on a keyboard without a key cap. Likely they couldn't find the little stub of the keyset and were baffled that it didn't have a letter on it. Einsteins they weren't...
