I read it again.... As the report clearly says,(probably due to the fact that they waited 16 months to do the investigation), the GAO claimed it could not determine if the vandalism was worse or better than the 1993 transition.....Interestingly six people familiar with both transitions stated the 2001 transition was worse....only one...a Clinton staffer ....said it was better.....and the kind of more severe type of damage to government property which typified the 2001 transition is not noted in the 1993 comparison.... J.
