is in no way inconsistent with

"All counting is irrespective of any previous years"

And yes making adjustments back and forth muddies the waters, which is why I argued against it.

You introduced the adjustments for temporary changes, only going one way. I pointed out that you have to adjust them both ways (or better yet not at all).
