The problem has been that the government has been lenient with regards to the killings.

A guy gets killed for being a sorcerer...

Why, because someone else died for unexplainable reasons so the sorcerer is killed by those angry about the loss.

The killers get off when the judge can't make a connection and it looks like a tragic misunderstanding. Except that it is common that the person killed for sorcery was just some disconnected dude.

The new law is simpler. Premeditated killing is murder, whether you got the wrong idea about a 'sorcerer' or not. The issue of sorcery is not evidentiary one way or the other.
