my solution is a task force to discuss the matter first of all. Then shut down social security/fica taxes on labor and roll SS into the general fund and finally shut down the social security system. Then reform healthcare and make US companies who SELL here pay into it instead of those that HIRE HERE. So they have some of the costs of a US workforce even if they hire offshore. Then establish some sort of litmus test for US companies that have only an executive staff here with all other staff offshore and treat them as foreign entities without the benefits of being a US corporation. Stuff like that. No quick fix, for sure.
