We have seen that argument before. Nobody will find or develop anything if others with the political power will not allow profit therefrom. It seems apparent that in the case of Mongolia and Ecuador, they don't get it and that is why they remain where they are. The country will remain poor if everyone in it is forced to be poor. I stand by this. Russian never became rich since 1917 because the commies wanted the government to own everything. It's a fine line, but one many have drawn in the sand. Remember 1776?

And in direct answer tot he question, the Ecuadorians before it was found owned it as much as they owned the mining rights to planet Mars. I am not going to invent or explore or do anything for people to tell me because I live in a certain country my inventions or discoveries are owned by some political party. FE.
