Yes, I understand that.

How then do you explain the special 'go lenient' letter that the IRS has sent out to it's agents, with regard to "employees of the IMF"... in which they IRS states that the IMF tax consequences and situation are "little known"?

Or... how to explain the no-prosecution and no-penalty decision that the IRS made in this EXACT CASE... (when the matter was first called to Geitner's attention and he *immediately* admitted to the IRS his violation and immediately paid all taxes and interest due on the tax bill)?
