I disagree but I will tell you one of the major mistakes that the regulators made was in 2005 when the SEC allowed the primary dealers to increase their leverage from 15/1 to 40/1 - pure insanity. Hank paulson lobbied heavily for this change. The bankers love to divide and conquer with partisan politics.
