It is has always had corruption and then the drugs made it worse.

Legal pot would take the power out of the drug lords hands to a large degree. One can grow pot and so lots of small time innocents grwoign and selling. We let the right wing design our drug laws and they are whaco. Both-lol.

E.G. the Nancy Reagan DARE program does-not-work. New England Journal of medicene. But the right wing loves it.
