No confusion here.

Now the source of the confusion is apparent.

He was indicted on 59 counts. That means he was charged. Said charges were later dropped because there was no evidence. Which is what the government said.

Now, let's review Richardson's part in this. He was sworn in on July 31, 1998. Wen Ho Lee was having his security clearance jerked in December of 1998. It is almost certain that the crimes were committed before Richardson had even taken office. So, while Richardson did misbehave during this, it wasn't because of lax security, it was because he went public about Wen Ho Lee before the government had all of their ducks in a row.

Man, y'all are willing to do anything to deflect curiosity about how the Chinese wound up with plans for the W88 during the Reagan administration...
