It is a new time and place.

When Bush took office, nobody had considered the threat of terrorist attack to be substantial. Bush took it about as seriously as Clinton did.

After 9/11, Bush realized it is the most important priority for his presidency, and he realizes today it should be for the Obama administration.

There is no pass. Obama is coming in knowing how serious the threat is. When Bush came in, there was lip service, but the Clinton administration hadn't taken the threat seriously.

If there is another attack on Obama's watch, he owns it. He simply cannot let it happen.
