That would be one. And there were numerous allegations of that across the whole department. Complete with email from the people involved discussing that as policy.

There also was one official who complained about a potential contractor who bid on a contract but refused to donate to the Republican party. According to his email, it was inconceivable that he would let a contract to someone who didn't donate. Granted, he might have just been joking. But he retired over the issue.
