Which just goes to show you that regulation isn't necessarily a bad thing. The problem is, if there are only a few cheaters, the cheaters win big. If there is no penalty for cheating, or a blind eye is turned to it, then the honest ones feel silly and dive in. And then it only takes a small bobble and the wheels come off.
