I think it will work but when the government gets involved there will be waste. Payola, etc. T-boone is doing with private money.

Wind is actually the only alt. energy that does come close to economic sense at present. Its practical costs per kWH (in the absence of some gigantic multi-trillion program) are still higher than fossil fuels, but there's not a big gap.

Solar is way more expensive, and ethanol from corn is the dumbest idea in the history of energy.

Nuclear power is still the only thing that makes sense AND is capable of providing power in huge quantities. But the US has some irrational fears. We should have as much courage as the French. Merde.
