That's typical of every major city in the US. A study was done......every major freeway that anticipated what capacity would be going forward 5-10 years inevitably found itself at full capacity the day it opened. While the freeway is getting planned and built, developers are putting in housing tracts and commercial developments all along the proposed right of way. Its the free market at work......in all its glory. ;-)
