If they effectively nationalize Citigroup/Bank of America won't that set off major counterparty risk panic once again throughout the financial sector as major CDS default payments will be triggered throughout the system?

Perhaps this is what we are already seeing in the behaviour of supposedly "solid banks" stocks such as JPM WFC USB PNC? Interestingly these stocks are still above 2002-2003 lows. Lots of potential downside room left.
